It's usually a prep issue. The pearls need to soak from underneath. Tilt the bowl and pour your syrup slowly down the inner side so the liquid rises from the bottom up until every pearl is submerged. Pouring directly on top traps air pockets, which leaves some pearls undersoaked and tough.
